These form the basic foundation, the system is built upon. By choosing the core language, you automatically choose the software stack. Java, python, ruby, .net c#, php etc. each gives you tools you have to learn. (Even javascript could be used on the backend for scalable network applications, take a peek at http://nodejs.org/ ) Programming language is barely just the foundation.
